Oscar Edier Rojas

Oscar Edier Rojas is a distinguished former US Navy Special Operations Commodore.

He brings three decades of naval leadership experience across a wide range of military, civil, and humanitarian operations. He has a strong track record of building highly winning teams and possesses the natural ability to identify emerging technologies in order to develop solutions to respond to critical mission needs.

He understands the federal procurement process and is expert in articulating capabilities and matching them to requirements, excelling at introducing ideas and deployable solutions to the customer and end user. While assigned to the Chief of Naval Operations in the Pentagon, he developed and implemented strategy for resourcing and programming over US$9.3 billion for the Navy Expeditionary Combat Enterprise.

During Oscar’s military career, his assignments included Joint Special Operations Command, where he served as the EOD Branch Chief; Deputy Branch Chief for Expeditionary Warfare (OPNAV N95) on the Chief of Naval Operations (CNO) Navy Staff; and served as the first-ever Director, Joint Special Operations Command Countering Weapons of Mass Destruction Coordination Cell. Additionally, he helped establish the Joint Inter-agency Task Force – National Capital Region (JIATF-NCR).

Furthermore, he served as a Joint Special Operations Command (JSOC) liaison in the White House for both President George W. Bush and President Barack Obama. He has built a vast network throughout the US Government, industry, and academia to ensure technologies and capabilities are recognized as available resources and solutions to current requirements and future challenges.

Oscar’s final assignment in the US Navy was the Commodore, Task Force 52, located in the Kingdom of Bahrain. His Task Force was comprised of more than 2,700 multi-national military members and civilians ensuring free-flow of global maritime commerce through three strategic maritime choke-points in Middle East. He developed an advanced unmanned systems innovation plan to employ unmanned systems in multi-domain maritime operating environment, laying foundation to establish the US Navy’s first-ever unmanned/Artificial Intelligence (AI) Task Force. He co-led the creation of Digital Ocean—Undersea Tactical Common Operating Picture and Program of Record by collaborating with industry, academia, and intelligence communities. This program is a cloud-based central data repository for underwater imagery that enables US Department of Defense, intelligence agencies, and foreign allies to deconflict operating areas within undersea domain.

During his military career, he conducted numerous deployments in all seven continents of the world, and maintains an active Top Secret security clearance. He has a Bachelor of Science from Wayland Baptist University and a Master of Arts in National Security and Strategic Studies from the US Naval War College. In 2015, he was selected as a finalist for the James Bond Stockdale Leadership Award. Stockdale was a US Navy Vice Admiral and aviator who received the Medal of Honor in 1976 for his leadership as a Prisoner of War for more than seven years during the Vietnam War. Oscar, who grew up in Amarillo, Texas, and is of Hispanic and Native American heritage, has carved out an image of national leadership. He is prominent in the military and the world of commerce. He is now an accomplished businessman. After retiring from the US Navy in 2023, he joined Ocean Aero a year later, as the President of Global Operations, to bring forward the world class Triton Autonomous Underwater and Surface Vehicle as a viable unmanned systems solution for digital ocean imagery to meet global commercial and military requirements
